REPORTS TO: Manager Employment Services

Summary of Responsibilities

The Job Developer works with the employment team to provide youth and young adults (ages 15 to 30) facing barriers to employment with meaningful work experience placements and employment opportunities to assist them with a successful transition into the labour market. The Job Developer will play a vital role in supporting youth facing barriers to sustainable employment while youth gain valuable paid work experience within the GVRD (Greater Vancouver Regional District).

Job Duties

  • Works with the employment team to review and support participant action plans.
  • Provides current employment related knowledge such as labor market information, employment standards, and on-line job search
  • Delivers job development support and mentoring on a scheduled and as-needed basis with individual participants.
  • Liaises with employers to build relationships, generate leads, and promote program participants for work experience and employment opportunities
  • Negotiates work experience placements and wage subsidy agreements with local employers.
  • Provide job coaching support to assist participants with accurately carrying out their job duties, as required to ensure work placement success.
  • Completes real-time objective documentation of all communication and activities with participants, using data-based software.
  • Introduces participants to online job search tools to access and generate job leads.
  • Develops relationships with employers and provides participants with ongoing coaching and support to develop employment opportunities and ensure a positive experience.
  • Arranges job interviews with BGC employer partners; develops new community employer partnerships whilst maintaining current employer relationships.
  • Monitors post-employment success of participants to ensure outcomes are met.
  • Ensures that accurate and up-to-date program and participant records are maintained and complete.
  • Other duties as required.


  • Clean Criminal Record Check (Vulnerable Sector)
  • A post-secondary certificate, degree, or diploma in a relevant field (e.g., career or employment development, marketing, vocational rehabilitation, social work, psychology, human services, counselling, education, or human resources management).
  • A reliable vehicle insured for business use and 2 million liability and a clean driver abstract.
  • Experience in the employment service sector; recruiter experience an asset.
  • Strong interpersonal skills, communication skills, possessing patience, tact, flexibility, and ability to build rapport with youth participants.
  • Excellent time management and organizational skills with the ability to multitask.
  • Proficient in the use of the Microsoft Office Suite.
  • Knowledge of current local and regional economic conditions and labour market information across range of industry sectors.
  • Knowledge of occupational matching.
  • Experience working with youth from diverse socioeconomic and cultural populations.
  • Strong knowledge of business structures and the issues faced by small and large organizations in recruiting and retaining a multicultural workforce.
  • Proven experience developing productive and professional relationships with individual clients, employers, and business community associations.
  • Proven ability to be creative in establishing linkages through networking and connecting opportunities.
  • Demonstrated experience successfully marketing services to employers to garner labour market information, generate job leads, and create opportunities for employer and job seeker interactions such as workplace experience.


This is a full time (35 hours per week) term position from September 15, 2021 to March 31, 2022 with benefits after six months.
